With its borders determined by political lines, Lake Waubesa, and boundary
agreements, McFarland’s only opportunity for growth lies on its east side.
Development in this area is complicated, though, by large wetlands, hilly
terrain, and electrical transmission and natural gas lines that cross it.
McFarland residents were clear in their desire to grow a distinctive
neighborhood, and not just a number of cookie-cutter subdivisions. Over a
period of twelve months we worked with a neighborhood steering committee
to gather public and stakeholder input, prepare alternative development
concepts, and synthesize a shared vision for the neighborhood.
Early desires for substantial commercial development were reigned in by
market research demonstrating that the neighborhood could only support
about 50-60,000 square feet of retail and service uses. A neighboring
business park is recommended to develop with green infrastructure to
position it to compete in the Madison market.
The final plan includes a mix of residential units, including multi-family
buildings, and one- and two-unit buildings in a traditional neighborhood
setting. Some areas of abutting wetlands, or those containing stands of
mature trees are designated for large lot or conservation subdivisions in an
effort to buffer these natural resources from more intensive uses. A network of
trails, parks, and open spaces is built into the development pattern.
The plan addresses storm water in an area-wide approach, through a variety
of natural retention and infiltration techniques. Roads are narrowed to
minimize their impervious surface area.
The plan includes some unusual elements including siting for a new
elementary school. It also recommends two alternative locations for a new
cemetery, and accommodates an existing gun club.
