This project consisted of a feasibility study and
development plan for an 1800-acre heavy
industry park. It began with a site search to
determine the optimal site for the new
industrial park, based on ownership patterns,
rail and highway access, infrastructure, and
environmental considerations.
A market analysis identified potential target
industries and determined their need for
services, then established a phased
infrastructure development plan to ensure
adequate capacity while moderating up-front
costs. More than three miles of track are
planned to access two competing railroads.
A development concept laid out street
improvements and platting to accommodate
users needing 20 acres or more, with access
to rail. More than seven miles of new or
reconstructed roads will serve over 11,000
daily trips and provide site access. This will
create the opportunity to develop commercial
uses on a future US Highway 20 interchange.
Our team estimated development costs of $45
million, resulting in 3,460 jobs and $450 million
in assessed value, with nearly $1 billion in total
investment. These development costs will be
shared by the public and private sector. To
mitigate impacts, we provided specific
recommendations related to land use and
hazard mitigation, and prepared a zoning
district for the project area.
The plan included a detailed implementation
matrix, establishing teams for property
acquisition and management, finance,
transportation, and marketing, managed by the
Development Corporation.
